Bush worked together with Kennedy and other Democrats in a bipartisan way to reform the Education system immediately after the election.

Note the frame. It's not that Kennedy and George Miller worked with Bush; rather Bush worked with them. Which is precisely what, on the large issues, the Reps have not done with Obama.

And both Kennedy and Miller lived to rue the day since Bush never funded that education bill the way he promised to.
