No; the size of this problem is vastly overstated. There are only about 10-15M (<5%) people in this category.

The 500 primary care clinics should be able to provide care for these people. If they need hospital care, they would continue to use the county hospital system which functions quite well in this regard.

At the same time, county hospitals would receive massive relief by not having to see patients who present with non-emergency situations.
