What she did, she has done on numerous occasions in one form or another. It is a corrupt and undignified tactic for any representative to use. I can see why you find no problem with it but decent people will always oppose and expose such things, the more you try to cover them as something unimportant the more important they become.

She was wrong to do what she did, further she owes Alford and the public she serves an apology for it.
