System assistance sounds good in theory, but I have my doubts if the/a system can replace what a parent is supposed to do.

How would a system do this and could a system afford to do this?

Yes some research on county wide systems would give smaller districts the courage to merge, but I doubt even if such research were available with favorable conclusions that the smaller districts would voluntarily give up their own turf. Politics and exclusivity would dominate the game. Most county wide systems came about because of court orders connected with integration issues.
