Many charter schools are "personality" dependent- in that that rely on very talented committed individuals who are often stakeholders of the institution- they have children there; they want to build a new school from the ground up, etc. Talent isn't scaleable because finding those kind of motivated super dedicated people isn't easy in any business. It's like saying all software businesses can be microsoft (not without Bill Gates and some luck in timing they can't).

So while I love the idea of charter schools, I don't love the idea of the really bad ones. I'm not sure how you smooth that out, since charter schools are so autonomous. That may be part of their creativity, but it's also clearly part of their weakness.
