Alaska is sort of a dead end for malcontents. The cops know this and often catch folks who think they can get away from the law by heading for Alaska. That's where they caught a guy who committed a murder and dumped the body into the river where I fished in Oregon. They forget: going to Alaska is like going into a culdesac. You can get out the same way you got in and there ain't a whole lot of choice about the ferry terminal or the airport you use. A state with a town named TOK probably knows something about marijuana, it's true. I didn't get the connection myself until it was explained to me.
