I'm certainly no expert or anything on that Act.

(But doesn't that the law that mandates that certain federal contractors pay prevailing national union wages [however the heck those arer calculated, haven't a clue] on federal jobs above a certain size, or something like that? And, isn't the point that - often - those federal wages exceed the 'going rate' that might be locally available?)

If that is you point, I've never been very fond of that idea anyway. My take is that the taxpayers (in ALL federal contracting) should get good value for their bucks. Whether it be in military contracts in Iraq, or defense contracts in Connecticut, or highway construction in Florida.

It is often said that the process of passing legislation is a lot like the process of making sausages --- something that you don't want to look at up close because it'll turn your stomach.

I'm sure the (roughly $400 Billion) amount that was budgeted for "spending" contains MANY and various projects that particular politicians though were the bees' knees (at least in their districts!)

And the rest of the bill's bottom line number (the 40% of it that is tax cuts, tax incentives, tax credits, etc., representing future revenues forgone by the federal government), I'm sure that there are lots and lots of things that are targeted there, too. (For example: big tax credit if you put energy saving insulation in your home this year, etc.)
