Longevity, infant mortality rates etc are affected by lifestyle issues and differences in counting infant deaths.

Cancer survival rates are a much better way of measuring just the health care systems effectiveness.

Even cancer incidence rates are affected by lifestyle issues, diet, even ethnic and racial differences. Once people get cancer, their survival rate - its basically the health care system that makes the difference there.
