Mish, I had read it that way also! Just re-highlighting my dislike for the Fed-speak messaging without any strong backing. I think the 'May rain in Seattle' is actually the opposite of how they do it. It's more Fed speak to say the impossible without qualifying and using 'may'. Maybe this is better Fed-speak.

Seattle may have a rainless 365 consecutive days in 2010.
