That is an outright lie, but what else is new from Drama Queen Boy? "Exceptional circumstance" used by medical specialists in the context of medical issues refers to matters of health. In other words the default position after 20 weeks is NOT TO ALLOW OR ASSIST Elective termination of pregnancy.

Having a child who has Down Syndrome is not a "medical" reason to kill the child. If that is included as an "Exceptional circumstance" then the term means whatever one wants it to mean and is therefore meaningless.
