The only control I can see would define the universe of those eligible to minimize that probability and then follow up with Draconian reinforcement for violators; albeit difficult and flawed. Congressmen, who commit treason or violate their oaths of office, should be publically executed following a brief Reality TV trial to be voted upon by the public at large who would serve as jurors -- Simon in a black robe on the bench, why not? How's that for a Draconian fund raiser? :^)
