. ...And yes,in reality given a choice I too would prefer that a more experienced physician take care of me, especially for things that are beyond the annual checkup.
The bell curve among the physicians exists just like in any other population pool. If this proposed service is not indiscriminately applied than tiers will immediately emerge. If you make it mandatory than you just further reduced the earnings power years of physicians.
