Obama could get the long form, and so could his wife and daughters if they want it. Most states want to have proof that the person who requests the certificate has a right to have it. Why would the State go to the expense and effort to digitize the long forms, if there isn't one?

Obama could give it out publicly if he wanted to do so.

He doesn't.
