It was the alternative approach CA could have used in lieu of Prop 13

Why do you hate old people so much - trying to kick them out of their homes after they spent a life time working for their retirement by raising their property taxes.

Besides CA promised the "Stupid tax" (lottery) was going to take care of all the school funding. Where'd all that money go?
