And traditional Chinese families mostly take care of their own elderly instead of pushing their housing, medical and pension needs solely on the state.

My understanding as well. At the moment. I need to do more reading on it, while I put money there. It's not, obviously, an all or nothing proposition. Just an asset allocation one.

I understand the Chinese government plans to address the safety net issue by slowly increasing it but I don't have any details. it is certain they will do things like this because, by all reports, they are worried about the possible serious social disturbances that will accompany more modernization of the economy.

Definitely true, but the traditional Chinese family also consisted of many brothers, sisters, cousins, and everybody else that would make up a "family tree". The one-child policy has trimmed that family tree to a pole. Think about it, if you are the only child of two parents who were themselves only children, then you have no cousins, uncles, or aunts. I read it described as the 4:2:1 problem....4 grandparents, 2 parents, and 1 child. The normal family pyramid has been inverted in China. It isnt hard to imagine many situations where a 30 year old working couple could be supporting a couple of grandparents, 4 parents, and a child. This isnt exactly the recipe for a prosperous nation.
