If they were handing it out to districts that really supported Obama then I don't think it would be going to districts that were already "flush" with money.

The problem is that they are giving the money out according to pre-determined standards from years ago.

I don't think it's a matter of politics, I think it's a matter of inefficiency. I would "guess" that Obama was supported by the poorer districts, so maybe they aren't putting ENOUGH money into those districts.

Is it better to give money to schools that already have one pool and could use it to build a second one or is it better to concentrate it on schools that have a hard time meeting the local fire codes?

That's NOT to mean I support just giving money to schools with LOUSY teachers and no way to improve them.
