Actually the standards are so low, most of what the very low performers need is a good teacher who connects with them. A system that focused on improvement would encourage teachers to do more connecting, imo. It would probably also encourage cheating- so that's something for people who push this kind of system to think about. Just as in the classroom, whenever a test is "high stakes" you've built a system that makes it more likely people will try to cheat. That's just the way people are. Even students who could pass a test sometimes get so scared they decide to cheat. That worries me.

The "damaged" fruit (for the most part) goes in to special ed. They would have to be judged differently.
