If that is the way it is in the private sector I'll take your word for it, but I still don't want that standard applied to Teachers in the public sector.

Your original post made it sound like external factors never play a role in how a person does at their job. I was pointing examples where it does. It doesnt mean that those factors are dominant or that the impact of external factors arent somewhat taken into account. Much depends on the abilities of the person doing the performance review.

Without a union Teachers are vulnerable to bias, prejudice, politics and parental interference all the way down the line all of which has nothing to do with their ability to manage a class and teach.

Your post gives little idea of how to actually evaluate their "ability to manage a class and teach". Peer and principal evaluations only? That has all of the bias, prejudice, and politics that you are against....and are exactly the kind of thing that a data driven analysis could balance out. Should teachers be like Supreme Court justices? Appointment for life and unless you commit a felony there is no recourse for incompetence?

Seriously, how would you identify and get rid of incompetent teachers? There are always examples of such teachers and as far as I can tell, the current system just lets them slide along.
