The carriers had too much coaxial cables on the ground and were not in a hurry to replace them.

Thi si the handbreak on a technology. Give you another example: CDs were ready for prime time for a long period of time.

But the same companies that have developed the drivers and the factories ot make the CDs themselves. Had factories of making floppies. Thus they did not want to junk their floppy and drivers factories and kept floppy technology alive for much longer.

By the same token. When westerners discovered China, they kept many outdated technology alive. That because it was still cost-effective to make the labor intensive stuff in China.
