My sense is that you are right about that and it is also my guess that Gates was really, really angry, lost his cool, shouting in a loud voice, and calling the PO a racist.

But, after reading the police report, at the time of the arrest, the PO knew that the only thing going on was that an elderly man was going bananas in his own home and the PO goaded the old man to step outside so that he could legally make an arrest (read the police report).

In my opinion, it is more the job of the PO to make this a non event. That it is his job not to let his own emotions get in the way of doing his job in a professional manner.
