Westerners were always trying to cut labor costs because their labor forces were protected behind walls. Thus they had to send any technology that used more labor to places where they could be economically produced.

I meant discovering as an industrial basis to make things cost-effectively since their de-industralization and hollow up are results of high labor costs.
