You need to have a basis of comparison to say that. What you're offering is a kneejerk bias. I said before there are any number of parameters to make that judgement. How often do you hear TX winning one of those quality of life contests? I can't remember a single one. On the other hand, MN is usually in the top 5. Corruption is a hard one to measure........I just know anecdotally from doing business in TX. We had to pad our rehab budgets to account for theft and kickbacks.......esp in the Houston area.
