yes, it will require a quick trip to the local Latino Fake Documents Store. This will add at least $50 in cost for a phony title and insurance card.

Then again, stimulus is stimulus.

As Jim said, the clunker has had to be owned and insured for a year prior to taking advantage of the program.

That is a limitation for the owner not the dealer. It's not the owner that will be gaming the system.
