CA and MA are about 6-7% black, below average. TX is about 12%, in line with national average. Hispanics are hardier than whites or anglos or whatever. There is something called the "hispanic health paradox". They're healthier than they ought to be given their poverty level:

Latinos are healthier because of their diets and because the do a lot of physical labor. However, they don't live as long as whites because they usually don't have access to good health facilties.

As for TX having more blacks, if its blacks that are holding down TX's life span, then do something about it.....don't complain to me.
