Interesting that drinking is tolerated up there.

If the Coast Guard or Port Police suspect there is "drunk boating" even a little bit, you've got a world of problems not to mention getting arrested and having your boat impounded and your guest stranded. People have learned to never display a lack of seamanship in the L.A. Harbor. Way too risky. Then again, it's a major seaport with very big ships coming in and out. Probably a different environment.

The police could have a field day. Just park a couple police boats on the east side of the locks and have an observer up above with a walkie talkie.

Question: If someone gets arrested for BUI, what happens to the boat? They can't just let it drift.
