Boris:

Microsoft, thru MSFDC, is still a CKFR competitor, and you can be sure that any enemy of MSFT is a friend of the justice department. That's one of the great facets of this deal. Justice will put an umbrella over CKFR/Integrion as they fight it out with the evil monopolist. Meanwhile CKFR has 80 percent of this market! Is this a great country, or what?!

Regards

No gov't approval needed,

as far as I know. This is not a merger or acquisition, just an alliance so I don't think there is any approval needed. There are a number of competitors out there, Travelers Express, MSFDC, Princeton Telecom, and others, so I do not think this alliance could be viewed as anticompetitive.
