Maybe because Crowley lied in his police report.

It's common with very low misdemeanors where there are no violations. Just doing the fingerprinting and mug shots are enough deterence for most people. That is if there isn't a set fine for the offence. Then they fine you no matter what. Gotta contribute to the common good you know.

The DA dropped the charges, not the police. The DA is a democrat.

Also, the duty of the police is to arrest based on their judgment of probable cause at the scene. But they aren't lawyers. What happens in the legal system after the arrest doesn't necessarily indicate whether it was a valid arrest.
