Because the 50 State Insurance Commissions jealously guard their bureaucratic prerogatives.

As Kenneth said, you would have to take the power of regulation AWAY from the States and give it to the federal authorities to make a change like that --- you would have to federally preempt the existing State-based system of regulation.

So at it's core it a question of 'States Rights' vs. 'Federal Rights'.
