My guess is he didn't want to risk a Clinton-1993 defeat in terms of political prestige if the package failed, so he let Congress take the lead. Unfortunately, that turned out to be an exercise in herding cats, so now Obama (and no doubt Rahm Emmanuel many hours a day) has to patch up the process and try to get an acceptable outcome.

I'm glad the August recess is coming. Everyone can chill out, tone down the rhetoric and emotions and come back to town in a month ready to get this thing done and move on.

One thing is for sure, Obama can't leave cap and trade to the vagaries of this process if he wants a real result.
