WOW! I wonder why the do that? I very seriously doubt they'd do that for us here, even though we have trillions of gallons in our watersheds. Have you ever had an underground leak in your pipes? We got one after the Nisqually Quake. Twisted our water pipe like a pretzel. Bill was $874. Our provider gives a once in a lifetime break on leaks. If you get another, you pay in full.

They don't do that here. Assumption is, all the water you use ends up in the sewer, which is not the case.
