You are correct; not that the gate-keeper system is not just a subtler step in the same direction. Some neurological problems, for example, may have confusing presentations that are beyond the differential recognition of the family/general practitioner. Too often delay in referral to a neurosurgeon leads to avoidable death and of course saves the insurance companies bucks to boot. I don't have the reference to that document. It was sent to me via email. I noticed a site link on the bottom; I just launched it and it gave me the impression of a flamboyant sales pitch. The text, it seems, can stand on its own. Their staff will verify authenticity.
