If they really want to stimulate the economy then eliminate the maximum gas millage for the old car (why would they care as long as the new car gets better gas millage?) and allow the car to be resold. Thay way the owner gets the trade in value, and the newer better clunkers will depress the low end of the used car market. People who cannot afford anything better than these beaters will be able to buy a better used car. And the worst beaters will be so depressed they will be forced into the salvage and scrap yards.

Hugh, looks like (although they don't have "3 Billion budgeted for the program" as you said), you were on to something still.

Latest news (since yesterday's news that the budgeted 1 Billion amount might have already run out) is that legislators from the midwest are preparing to ask Congress to DIVERT maybe some 2 Billion from funds already approved for different Department of Energy energy conservation programs to the "Clunkers" program....

And, sure looks like I was wrong when I predicted that Congress wouldn't put more then the 1 Billion Dollar amount in the Clunkers program... ('cause it looks like the fund diversion might pass).
