A good hearted, well meaning takeover is still a takeover. What it looks like is exactly what it is.

Maybe it's not hardwired in all human animals, but it unquestionably is in the American species: that headlong eagerness to accept dark rumors...

I doubt that the health care system has a cure for that. The education system certainly doesn't.

If its going to be restructured and controlled by extensive government mandates and prohibitions, its not totally unreasonable to call it a takeover, esp. when there is a "public option" particularly when such an option may lead to "single payer" and may be intended to do so.

So instead of eagerness to accept dark rumors, Carpenter supports eagerness to simplistically and to a good extent falsely extend blame.
