But the point with the story is that wind power is USURPING that generation capacity and depriving the hydro installation of revenues.

The Feds (Bonneville Power Administration) own the Columbia River dams, as well as a bunch of others. So they're pretty much politically forced to subsidize the windmills..

The only time of the year when we have a problem with excess generation from wind is the short period of time when the reservoirs are full behind most of the dams on the Columbia and Snake rivers (which is late spring to early summer). Even then the wind turbines don't produce peak power on average until the winter months. By then reservoirs have dropped anyway, especially in the fall before we get some precipitation and slowly catch up again during late winter into the following spring.

It's a drop in the bucket. And it's passed on to ratepayers anyway. To tie into the Bonneville Power Administration they have to pay fees.
