Do you know what "petulant" means? That question was NOT petulant.

The fact is if he is that hand-to-mouth, that he has to drop insurance because the price tag went up, he sure as hell can't afford to insure his employees -- which is what the proposed legislation will require.

So, the essential question is, "Does he understand that the proposed "solution" only exacerbates his problem"?
