These things proceed according the bureaucrats schedule. But proceed they do. Somehow, some companies will get rfq's and garner sales...eventually. I hope I can set up myself up with a few beneficiaries.

You might be right though that if it's CVX, BP, STO and the like that are getting money in this case, that the amount of business generated is going to be relatively small compared to these giants' sales and earnings.
