Grand Coulee is the primary peaking and dynamic regulator of frequency and voltage in the Northwest. They can go from 200 MW to 5 GW in a matter of a couple minutes and then back down again.

Duh.. I can feather the blades on that windmill farm and take it down to nothing too. Then reset the pitch on the blades and start generating again (assuming the wind is blowing).

I can cut off the NG to a gas burning turbine and bring it down and up as well.

And I guess the same could be said with most thermal (theoretically speaking), if you vented their steam to the atmosphere instead of through their turbines.
