I have no problems believing that Detroit has ALWAYS wanted to make this program as big as they possibly can. Re: "Now they are talking about continuing it past that with additional stimulus money." Maybe somebody is 'talking' about doing it that way. We'll just have to wait and see what, if ANYTHING, that Congress says. (So far all I've heard is that they -- Detroit-favoring legislators --- intend to ask to TRANSFER money that has already been appropriated to the Department of Energy for some other energy conservation programs over to this one. So that would be net no new money as far as the budget goes.)
