As far as I can tell, it's cash on the barrel head between Russia and China. < Presumably mutually-profitable business considerations now dominate,> They were going to have joint marine military manoeuvres in the Year of the Feather Duster [aka Rooster] a few years ago but that never amounted to anything and I believe was postponed, perhaps indefinitely.
