Kennedy had put 16,000 American troops into VN and had had Diem overthrown and murdered before he was assassinated himself. The reason was dissatisfaction with the way Diem was running the war. The Gulf of Tonkin incident that paved the way for adding massive American troops occurred on Aug 2, 1964.

re. Lemay - he advocated strategic bombing of NORTH VN (back to the stone age if necessary in his words) in order to avoid a land war in SVN.
