I think you underestimate laypeople. and how fast do you read? 1000 pages is 500 per day. that is 20 hours per day, with 4 hours sleep. it is a common 'trick' to overestimate the complicated nature of the language of such bills.

lj - a big thing here is, to me, you are pushing the 'it can't be understood' proposition. I don't buy that. And the people in congress sure as hell have the time to read things, and if they can't understand the bills, they should get another job. And again, do not underestimate the 'layperson'. That is just plain rude, for one thing. What do you know of what my neighbors can or can not understand?
