The more prominent, price-insensitive buyers of Treasury are the Fed, and foreign CBs.

Other foreign entities possibly try a treasury carry trade, but they are price-sensitive; dollar pressure comes possibly from those guys as they borrow every dollar on the short term to buy treasuries.

Issuing treasuries on a net basis would drain liquidity, this is perhaps not what the fed wants. The bid is clearly from them.

And there´s always Pimco, who knows what Bill Gross is up to. Do they have a secret OTC put with the treasury? Heads I win, tails you lose?
