I think you are wrong. I see nothing in the language which makes th consultation mandatory on the part of the patient.

The POINT of measures like this, are to TRY to get a handle on where 80% of the cost increases are coming from, end of life care. Many people receiving heroic end of life treatment would probably rather die - which it's proven over and over is the end result in any case. If we're going to control health care costs, we HAVE to control this aspect of it. All these provisions do is let the patient control what happens to them.

It's an attempt to put those decisions in the hands of the dying, rather than their family members. I've been there - NO ONE wants to be the person that admits reality and says "It's over, pull the plug."

But, being one of the fantasy-based party, you obviously disagree.
