So? Read The Federalist Papers. The FF's didn't want a standing army of any size. The idea was to have officers only in the regular army and then use the militias as much as possible. If that wasn't enough, then recruit more people into the army. Unfortunately, the militias proved to be unreliable. At best. They often refused orders and tended to vanish into the night. So they canned the idea.
