As I understand it, Gore played a major part in setting up NK meeting and was considered by the US planners as the best person to go to NK. NK did not want Gore because of his close business relationship with the two reporters.

Clinton was next obvious choice because of status and his near visit to NK at the end of his presidency. Clinton clearly wanted to do it even though high risk of failure and he was treated as a Head of State by NK.
