Tax gas, and you will necessarily reward the more efficient cars and punish the less efficient ones.

Reward efficiency by raising their taxes? You sound like a liberal.

You don't want to reward on a relative basis (actually punish) you want to reward on an absolute basis.

Besides, that would be a net tax increase. If you punish inefficiency and use the proceeds to reward efficiency, you have a net revenue balance.
