Isn't it the function of a nation's health care system to keep the people of that nation healthy? If not, what IS it's function?

Military deaths don't significantly impact life expectancy rates. Traffic fatalities do. But the US had a far lower rate than most countries, including France, until the rise of the SUV and the use of pickups as a normal ride. Not only are they far more likely to roll over and kill their occupants, they are also far more likely to kill the occupants of the unlucky vehicles they run into because most people don't really know how to drive a large vehicle safely. Now our fatality rate is higher because of all those who want to compensate for a small dick and inadequate sex life...
