When you are government motors you can actually pass stuff to help yourself. ng It's a hard job, but someone has to do it...but consider that the designers of this program had to somehow make sure that the domestic makers got a fair shot without overtly favoring foreign makers, first because foreign brands are better prepared with fuel efficiency in their product menu, and second because the southern conservatives would be all over this thing, since many of the japanese have factories in the south.
