That's the corporate way. We called it "metered pay".

Very few become wealthy working as an employee, but the coins roll down the chute with a metronome-like regularity.

After a time it drives many to work for themselves, but we're currently in an economic climate that could make many self-employed people, who weren't sufficiently prepared for a down-turn, long for their earlier days of metered pay.
