Except if you're paying for projects that are going to be employing people over a year or two or more, then of course the money is not going to be spent immediately, yet that's the right way to go because the idea is to give people things to do.

That still doesn't address the requirement that clunkers have to be in good working condition, though. Why have that requirement if all you want to do is stimulate car sales?

Its called killing two birds with one stone.....stimulating the economy while taking gas guzzlers off the road.
